# Verification-Gated Agent Development

## Five steps

1. **Plan:** Name the goal, affected files, decisions, and pass conditions before coding.
2. **Execute:** Make the scoped change, locally or through workers with clear ownership.
3. **Verify:** Run checks outside the model's own judgment, such as tests, schema validation, and visual comparison.
4. **Review:** Compare the implementation and evidence against the plan; an independent reviewer can challenge the result.
5. **Learn:** Record decisions and lessons for later work without treating old evidence as current proof.
